Projects with significant or complex environmental impacts are normally classified as community developments. There are two ways to convert a development into an SSD:

The State Environment Planning (State and Regional Development) Policy 2011 (SEPP) allows for the declaration of SSDs.

The Minister for Planning has his own directive for reviewing SSDs.Six

If the Minister for Planning considers that certain developments should be assessed as SSDs under the State Environment Planning (State and Regional Development) Policy 2011, the Minister must obtain advice from the Planning Assessment Committee before forming a view on the significance of the development to national or regional planning.

A proposal is deemed noteworthy by the state if it:

surpasses a particular capital investment value if it is larger than a given amount and located in a sensitive environmental location.

It is also possible to classify development on designated sites as state-significant. Sydney Olympic Park, Darling Harbour, the Bays Precinct, and Barangaroo are a few examples.
